Press release  (Referendum 2010)

European Academy of Civil Society and First Club of Council of Europe, NGOs from WOTC network ( an international NGO with general headquarters at Chisinau and participatory status with Council of Europe), are the first organizations which received accreditation from the Central Election Commission to monitor the referendum from 5 September 2010 from Chisinau, Republic of Moldova. European Academy of Civil Society and First Club of Council of Europe have developed during years trainings for observers and created a national network of impartial observers.

After first week of monitoring, we would like to ask some questions to the actors from this process, and to offer a few recommendations:

1. Who are the international observers that represent OSCE and Council of Europe, and how they monitor?

2. How did the political parties prepared their observers?

3. Who are the persons proposed by the political parties to be members of voting bureaus, and how the huge number of new members are trained by Central Election Commission?

4. Some political parties intimidate openly, using administrative resources and violate the rights of the voters and Human Rights.

In this context, European Academy of Civil Society and First Club of Council of Europe, NGOs who are promoting Human Rights and democratic values for over a decade, insist on the fact that the monitoring process can be fair i fit begins long time before the event, regardless if is local, parliamentary or presidential elections, or even a referendum. The stroll of the obervers from OSCE  by the voting offices, only in voting day, looks like some documentation visits and can not be compared to a solid monitoring that could be accounted for. We have an example in this way, the monitoring from 5 April 2009, when the OSCE observers, in the morning of 6 Aprilie, when some votes were still being counted, they announced that the elections from Moldova can serve to the whole world as an example of fair elections. The events that followed on next day, on 7 Aprilie, we all know…

European Academy of Civil Society and First Club of Council of Europe insist on the fact that political parties should not waste huge amounts of money on incompetent observers that can not communicate, and have only one aim – to make some money. This was proved also at the elections from 5 Aprilie 2009, when a huge number of so called observers from political parties, recruited from the Internet created obstacles and the OSCE observers couldn’t observe many violations from a lot of voting sections.

European Academy of Civil Society and First Club of Council of Europe are concerned of the manner in which will be chosen and then trained the members of the voting offices. The members of the Central Election Commission are finishing their mandates this autumn and they are not motivated to make any efforts for preparing a huge number of new members for the new voting offices that are to be created. At most, they will promote some relatives for these positions, some obedient workers, not citizens that are interested in fair elections. Or, the elections can be fair only with competences of each member of the voting section, especially of the president of the section.

European Academy of Civil Society and First Club of Council of Europe want to draw attention on the fact that some political parties, including the party that was at power almost a decade, use administrative resources, intimidate the voters especially in rural areas, and in some cases, even violate Human Rights. Most of the intimidated people are simple people, that are afraid of the government system and its representatives.

             For this reason we believe that calling people to block the referendum is imoral. Some people will block it anyway because they are afraid of the local mayors, local factories managers. The head of Gagauzia Autonomous region recognized that the people from his region are driven to be afraid of the Romanians. If taking into account that the people is so tired of passing from a governing system to another and the tranzition period, the financial crisis – we are wondering how the officials can intimidate voters and after that looking straight to their faces…

The decision of the municipal council from Balti is an intimidation of the voters, consider some observers. The councellors and the mayor, regardless of their political color, were elected to solve the towns problems. Nevertheless, they are using administrative resources and their positions and are violating Human Rights and other voters’ rights. The mayor of the North capital of the country should know this fact, especially that he is one of the mayors that represent Moldova at Congress of Local and Regional Powers from Council

of Europe. But, using administrative resources he confuses his electors and violates their rights.

The European Academy of Civil Society and First Club of Council of Europe summons the citizen of Moldova not to let anyone intimidate them, to overcome their fears and to participate actively in the elections, no matter if they vote for or against at the referendum. Every citizen has the right to participate at decision making process in his country, this if we want to pretend that we are living in a true democracy.

Primul Club al Consiliului Europei

  

Iniţiativa Primului Club al Consiliului Europei a fost salutată de către dl Stanislav Tilipeţ, vicedirector şi acceptată de elevii de la Colegiul Naţional de Viticultură şi Vinificaţie din Chişinău de a desfăşura „Ora Consiliului Europei”.

 

La 23 martie 2009, toţi elevii Colegiului, de la anul întâi până la anul patru,

la ora de dirigenţie au desfăşurat „Ora Consiliului Europei”.

 

Cei care au fost profesorii la această oră sunt chiar elevii care învaţă în prezent la acest Colegiu, dar mai sunt de trei luni şi membri ai Reprezentanţei Primului Club  şi au participat la training-urile desfăşurat de Primului Club al Consiliului Europei.

 

La „Ora Consiliului Europei” desfăşurată de întreg Colegiu şi care cuprinde peste 500 de tineri din toate localităţile R.Moldova, promotorii activităţii Consiliului Europei au ţinut pentru prima dată în viaţă

pledoarii despre structura şi activitatea Consiliului Europei.

 

Proiectul „Cluburile Consiliului Europei”, al cărui autor e Dan Verejanu, a fost lansat în 2001 când a şi fost creat Primul Club al Consiliului Europei (ONG internaţional fondat la 27 august 2001).

În prezent Primul Club al Consiliului Europei are reprezentanţe şi filiale în ţară şi străinătate.

 

„Ora Consiliului Europei” face parte din proiectul „Eu şi Consiliul Europei”, proiect lansat în martie 2003 de Primul Club al Consiliului Europei. Ediţia 2009 a proiectului este dedicată Aniversării de 60 de ani ai Consiliului Europei.

 

Colegiul Naţional de Viticultură şi Vinificaţie din Chişinău este  primul Colegiu din Moldova care a dorit să sărbătorească atât de original Aniversarea de 60 de ani ai Consiliului Europei, şi a ţinut să ofere viitorilor specialişi cunoştinţe despre structura şi activitatea acestui important for pan-european, care monitorizează procesul democratizării în R.Moldova

de peste un deceniu.

 

Acest proiect este deschis pentru toate liceele şi colegiile din R.Moldova.
